Christina is a co-founder of Urban Teachers, where she grew the program into a nationwide model for educator preparation. With a background in strategic planning, performance management, and partnership development, Christina has led large-scale initiatives to improve educational equity. She brings unparalleled expertise in scaling impactful programs and building advocacy networks to FractionalED Partners.
Kerry Whitacre, EdD, PMP
Talent Development, Recruiting, Marketing & Partnerships (Head of Talent/Growth)
Partner
Kerry brings over 30 years of experience in education, state government, and nonprofit leadership, with expertise in human capital development and equity-driven strategies. As a former leader at Urban Teachers, she scaled the program to become one of the largest teacher residencies in the country. Kerry specializes in strategic planning, recruitment, and stakeholder engagement, ensuring our clients build sustainable and impactful programs.

Jacqueline Greer,
Jacqueline Greer brings over two decades of experience in education leadership, talent strategy, and organizational development across national nonprofits and school systems.
At FractionalED Partners, Jacqueline focuses on leadership development and impact-driven strategy. Leveraging her experience as a founding Executive Director and Chief Program Officer, she helps organizations design sustainable growth strategies and build systems that recruit and retain diverse educator talent at scale.

Dionn
Dionne brings decades of experience in strategic communications, campaign development, and messaging across public, private, and nonprofit sectors. She also serves as an adjunct instructor at Virginia Commonwealth University’s Richard T. Robertson School of Communication.
At FractionalED Partners, Dionne develops brand positioning, Employer Value Proposition strategy, recruitment marketing, and candidate engagement strategies that help education organizations communicate more clearly and move candidates from interest to action.

Mariah Kumpe
Mariah brings strong design judgment, sharp attention to detail, and a strategic creative lens to brand identity, visual strategy, and campaign development. She holds a degree in strategic and creative advertising with a minor in psychology, and developed FractionalED’s logo and brand identity.
At FractionalED Partners, Mariah develops visual strategy, brand identity systems, and recruitment creative that help educator preparation organizations and school districts communicate with candidates in clear, credible, and visually compelling ways.

Marlene Megos
Marlene is a passionate leader with over 30 years of experience in district leadership, educator preparation, workforce development, and program sustainability. As the founder of Equate Education and the co-creator of the Connecticut Teacher Residency Program, she has secured millions in funding and supported the placement of over 120 new educators of color.
Amber Woodruff, M.Ed.
Amber is a seasoned educator, strategist, and equity advocate with more than 15 years of experience designing innovative solutions for residency and apprenticeship programs. Her work includes leading curriculum development and assessments for the Capital Teaching Residency at KIPP DC and launching initiatives to increase Black teacher retention. Amber’s expertise in program design and equity ensures our clients achieve transformative outcomes.
Roxanne White
A former classroom teacher and professional developer with 30 years in education, Roxanne has served as Director of Early Childhood Programs for Children’s Literacy Initiative, as Director of Achievement First - a school reform initiative through the Fund for Educational Excellence in Baltimore, and as a National Fellow for the Institute for Learning out of the University of Pittsburgh. Most recently, she served as the Chief Academic Officer for City Teaching Alliance (formerly known as Urban Teachers).
